Read the governed LQM Builder platform foundation

Returns the canonical LQM terminology, reused FinanceGPT infrastructure, quantitative-only execution boundaries, required schema readiness and workspace-level foundation counts. LQMs are quantitative/generative modules; language generation and Financial Actions authority remain outside this contract.
