Invoke the signed FinanceGPT Financial Actions MCP execution gateway

Provides signed-client MCP access to governed Financial Action propose/status/submit/execute/reconciliation/assurance operations. Existing general MCP remains compatible; this endpoint adds external execution-client grants and Ed25519 request signatures.

A developer credential proves application identity and permits only its scopes. It does not grant model promotion, policy override, QLM rebinding, or Financial Actions execution authority unless those separate controls are satisfied.
