Generate an Evidence Packet from a passed LQM checkpoint

Runs bounded deterministic-seed inference against the exact evaluated checkpoint, records the existing ML inference run, seals typed quantitative output and appends a hash-linked model evidence ledger event. This does not activate, publish or promote the checkpoint.
