Promote an evaluated LQM checkpoint into Quant Models

Requires an attributable human approver, a passing evaluation, a verified Evidence Packet and an acceptable drift posture. Promotion may activate the exact governed ML and Quant Models version but never grants language or Financial Actions authority.
