Does an API key authorize a financial transaction?
No. External client identity authenticates the caller. Financial authority, policy, risk, approval and execution authorization remain separate.
Can external agents request autonomous execution?
Autonomous routine proposals require signed Machine Authority evidence and, for autonomous live operation, the restricted institutional autonomy controls.
